The City of Kitchener since 2015 (under the guidence of Mayor Barry Verbanovic) has been implementing policies that the United Nations has been producing. When you start comparing all of the different documents from the city with the United Nations, it becomes evident that Mayor Verbanovic has simply been doing a cut and paste from the nongovernmental organizations (NGO) to the city of Kitchener. I will guide you through the process that has been taking place.

The "sustainable" cities can also incorporate the wording of 15 minutes, because the goal is to have everything you need within that time frame. The method of travel preference to achieve this is "active transportation". In the Kitchener 2051 official plan schedule A: Glossary the definition of "active transportation" is:
human-powered travel, including but not limited to walking, cycling, inline skating and travel with the use of mobility aids, including motorized wheelchairs and other power-assisted devices moving at a comparable speed
Kitchener has partnered with The University of Waterloo/Conrad Grebel. The following study was done by Neluka Leanage and Pierre Filion from the School of Planning. It reinforces the United Nations 5 principle model of Sustainable cities and the 15 minute concept.
